Marlon Marrache

Marlon Marrache is a distinguished law enforcement professional with over 25 years of exemplary service, including a 24-year career with the Los Angeles Police Department (LAPD), retiring as a Police Sergeant in July 2022. His final active role was as Assistant to the Chief of Police, holding the rank of Police Lieutenant, at California State University, Dominguez Hills (CSUDH), where he demonstrated exceptional leadership and operational expertise.

Since retiring, Marlon has provided expert consultation to private sector organizations and law enforcement agencies, specializing in risk management, administrative investigations, critical incident management, and policy analysis. His post-retirement work includes conducting forensic analysis of completed Administrative Internal Affairs investigations, delivering strategic recommendations to enhance organizational performance and uphold public safety.

During his LAPD tenure, Marlon established himself as a leading authority in Police 
Administrative Discipline and Misconduct, with a focus on serious allegations related to Use of Force Investigations and Critical Incidents, including Officer-Involved Shootings (OIS). His 13 years in Internal Affairs included five years as an Associate Advocate, representing the Chief of Police in a prosecutorial capacity. He presided over more than 30 Board of Rights Hearings, delivering precise and impartial case presentations to tribunal members.

Marlon also served over four years in the Officer Representation Section (ORS), representing 
accused officers in approximately 10 administrative appeal hearings, over 50 Skelly Responses, and more than 50 OIS critical incidents, ensuring compliance with the Peace Officer Bill of Rights Act (POBR). As the Citywide Internal Affairs Complaint Coordinator for LAPD’s Transit Services Division, he oversaw, investigated, and presented over 150 Internal Affairs investigations with professionalism and thoroughness.

Currently, Marlon serves as a Senior Law Enforcement Instructor with Savage Training Group, 
delivering California P.O.S.T.-certified courses on Internal Affairs and Officer-Involved Shooting Investigations. He has instructed over 20 classes, leveraging his expertise to elevate professional standards among law enforcement personnel. Additionally, he hosts "The IA Guy: A Police Podcast," a platform launched recently that features over 120 guests sharing Internal Affairs experiences. The podcast has garnered over one million views in its first year, addressing stigma and providing valuable insights.

Marlon holds a Juris Doctorate from Pacific Coast University School of Law, equipping him 
with a robust legal foundation to navigate complex disciplinary and investigative processes with precision and insight.

As a Subject Matter Expert in Administrative Police Misconduct and Use of Force 
Investigations, Marlon provides authoritative testimony in Internal Affairs proceedings, offering balanced and well-reasoned recommendations on adjudication and disciplinary actions. His expertise in legal standards and procedural integrity, demonstrated through rigorous forensic analysis, has solidified his reputation as a leader in the field. He has been retained as an expert/consultant in notable cases.
